Under the title of General Government, there are offices that provide administrative, legal, financial/accounting, and judicial services.
|The City Clerk’s office is located in the City Hall at 201 4th Avenue South. Office hours are: 8:00 AM – 5:00 PM, Monday through Friday. Offices are closed on weekends and federal holidays.
The City Clerk/Treasurer is an appointed position and under Administrative Direction performs all of the administrative activities of the city office and the financial activities, including but not limited to, all of the financial accounting functions, budget preparation and control, payroll, utility and all other billing functions of the city; records proceedings of the City Council and administrative guidance for records processing, policies and procedures and maintenance throughout the organization; providing information to the public regarding City Council action, City records and City organization in general.
The City Clerk/Treasurer shall prepare and present to the Council at each regular monthly meeting a full and complete statement of the financial condition of the city and perform all of the accounting functions as prescribed by statute and BARS (Budgetary, Accounting, Reporting System). The City Clerk/Treasurer shall also prepare and submit a municipal budget under the direction of the Council, according to the local government budget act.
Billing of all utility service charges relating to the operation of the city’s utility services, i.e. water, sewer, and garbage are done through the City Clerk’s Office. It is the duty of the City Clerk/Treasurer to perform such duties in the collection of taxes, license fees, levies or assessments as are prescribed by law or city ordinance.
