The role of the Planning Board is to assure the promotion of public health, safety, morals, convenience, order or the general welfare and for the sake of efficiency and economy in the process of community development. The Planning Board shall prepare a master plan and serve in an advisory capacity to local governing bodies establishing the Planning Board.
The City Planning Board shall consist of not less than seven (7) members to be appointed as follows:
a) one (1) member to be appointed by the City Council from its membership;
b) one (1) member to be appointed by the City Council, who may at the discretion of the City Council be an employee or hold public office in the City or County in which the city is located;
c) one (1) member to be appointed by the Mayor upon the designation by the County Commissioners of the county in which the city is located;
d) four (4) citizen members to be appointed by the Mayor, two (2) of whom shall be resident freeholders within the urban area, if any, outside of the city limits over which the Planning Board has jurisdiction under Chapter 76, MCA and two (2) of whom shall be resident freeholders within the city limits.

Police Commissions were authorized by the Montana legislature to assist Mayors with the operation of police departments. A Police Commission is very limited in its powers and duties. It is not authorized to run a police department or even to suggest what policies should be followed by the department. Neither is the Police Commission a branch of the police department nor is it subject in any way to the control of the police department.
The Police Commission is limited by state law to very specific duties outlined under Montana Statutes. Refer to Title 7, Chapter 32 for the specific guidelines.

It shall be the responsibility of the Tree Board to study, investigate, counsel and develop and/or update annually a written plan for the care, preservation, trimming, planting, replanting, removal or disposition of trees and shrubs in and around public ways, street rights-of-way, alleys and park. Included in the plan will be appropriate educational programs for the public. Such plan will be presented annually to the City Council and upon their acceptance and approval shall constitute the official comprehensive city tree plan for the City of Wolf Point.

The City of Wolf Point and Roosevelt County jointly own the property on which the airport is located, which is known as L.M. Clayton Airport. The City of Wolf Point incurs all of the airport expenses and collects all revenue obtained from the sale of fuel, tie downs, hangar rentals, lot leases, etc. The City in turn bills Roosevelt County for half of the expenses, less revenues and bills them for their equal share of any airport loan agreement. Roosevelt County obtains liability insurance for all of the airports located within the county and then proportionally bills each entity for their respective share of the liability insurance. The City of Wolf Point provides all utility services and also obtains property insurance coverage for all of the buildings, with the exception of the individual owned hangers.

The Montana Constitution provides that the question of whether to review a local government be placed on the ballot every ten years. If the voters approve review at the primary election, an election for a study commission to conduct the review is held at the following general election. The voters of Wolf Point approved local government review at the June 8, 2004 primary election. A Study Commission was appointed by Mayor Golik and their purpose was to study the existing form and powers of the city government and procedures for delivery of local government services and compare them with other forms available under the laws of the state. The Local Government Review Study Commission presented their recommendations to the City Council in March, 2006. They recommended the following amendments: 1) change the election process from partisan to nonpartisan elections; and 2) operation under self-government powers. These recommendations were placed on the November 7, 2006, ballot for approval. The results of the election approved the change from partisan to nonpartisan elections and approved the change from general powers of government to self-government powers for the City of Wolf Point.
